STANDARD The wheels would be Motor Wheel Corp. 14x6.0" with appropriate dates
With OPTIONAL E60-15 tires they would be Motor Wheel Corp. #2944450 wheels with appropriate dates (the space saver spare would be Kelsey-Hayes 14x5.5")

The "poverty" hub caps would be aluminum w/o any text or logos.

Thanks very much , the car came with E - 60 x 15 tires . I do not see anything on the window sticker about Ralley Wheels , so does that mean it came with steel wheels ?

Yes, basically the "painted wheel & dog dish hub cap" was STANDARD equipment & included in the "base price" (14x5.5", 14x6.0", 15x7.0").
If no OPTIONAL wheel covers or wheels were ordered that's what the car ended up with.

The STANDARD wheel would be (14x5.5", 14x6.0", 15x7.0") based on model and/or upgraded due to other OPTIONS.

A '71 'Cuda with upgraded to E60-15 tires ONLY (NO W21 "rallye wheels"), would have painted 15x7.0" wheels. Body color before ~4/1/71, black afterwards.
