Does anyone make 3/8 fuel pump to carb lines for a small block? All I can find are 5/16.

That's becuase you don't need 3/8", not even on the nastest big block. 5/16" is plenty and 3/8" is a waste and just sucks up more heat for between the pump and carb.

My whole system is 3/8 with the exception of the pump to carb lines.

That's right, the inlet plumbing should always be one size larger than the discharge plumbing on any fuel system and on just about any pump, not just fuel pumps.
