69 B-body....12.5 v going to relay, tried jumping relay terminals & still not engaging starter. Seems like relay to me ?? But could it be the ignition switch ?

You jumped the large "batt" terminal on the starter relay to the brown wire "sol" terminal next to it & it did not crank? At the starter relay the "grn" terminal needs to be grounded in park/neutral and the yellow wire to the "ign" terminal needs to be hot when the key is held to "start". Holler back

Crank the key and wiggle the big plugs under the steering column. Could be there.

Yes ...Jumped bat terminal to large brown terminal under it...nothing....4spd car so only yellow wire to single spade terminal

With a screwdriver carefully jump the large/small terminal(s) at the starter. (1) either the starter is bad (fairly common) or the starter case has no continuity to the trans mounting face (ground) & that is rare as there is alot of surface area. (3) Bad terminal (open) on either end of the brown wire from SR down to starter or same deal on the large wire from SR "Batt" terminal down to starter.

Just to clarify......when you jumpered these 2 terminals your starter motor should have turned over.

Jumped the 2 terminals on relay....starter does not engage....bad starter solenoid ?

jump the 2 terminals on the starter itself (you should be seein some sparks)
