Those appear to be NOS headlight buckets. Are the paint marks(red,black,etc.)inspector marks? TIA

The colors identify position in car.

I believe Westinghouse was used as well. That's what my high beams are on my 71'. GE's are the low beams. Some pics on 71 GE's. M70 date code.
