I would try getting codes.
If you turn the key on then off on then off then on usually the codes will display in the odometer. if not see if you can borrow a code reader.

I do remember having issue's with the dash clusters on some trucks but I cant remember what years but I think it included your year. The Front Control module is under the hood. The trucks at first called their Body Control module a Central Timner module as its inside the truck like the Body Control module. Then on the newer ones the cluster took over the Central Times functions. But from the code you said it sounds like the bus is down. It could be from the cluster but could also be many other things. You need to get a DRBII on it and monitor the bus circuits and the bus voltage and then go from there. It could be the cluster causing all the problems as I believe the cluster on yours is the Body Control module. But of course it could be other problems also. If you can get the right scanner like the DRBII on it then it can be diagnosed using the scanner and the driveability book. Ron

I agree with Ron Monitor the bus voltage and start in unplugging modules when the volts come back there's your problem. Unless the wiring somewhere is shorted.

Yes, on the 02 on up the cluster is the BCM..I pulled the fuse box PDM out and checked for corrosion on the bottom side. Didn't really find any. I want to bust the box open and check the board inside since there is an issue of internal corrosion but I will wait. Is that scanner one the dealers use ? I am using a SnapOn Solus...

This is what I've done to test. I hooked the Solus up and ran diagnostic on the FCM with truck not/and running. Both times showed every light in an open position. Now remember the headlights and tail lamps are on when ignition is in the run position. I checked voltage on the #2 position and have .4-.7 volts..# 10 is an empty position so I just used #5 as the ground. Unplugged the FCM and nothing changed. Wipers move once when FCM is plugged back in. Unpugged all connection on bottom of fuse box one at a time and checked for voltage to come back up. NO change. Although when I unplugged the small black 6 wire connector from bottom of fuse box the wipers came on full time with wiper switch in off position. Is there a way to test the FCM ? and also the (I assume) parking lamp relay feels warm...I swapped that with a different on and that made no change..any guesses ? would a bad cluster be causing all this or do I have a grounded wire or bad fuse or FCM box ? Also, if I disconnect the FMC of course the lights go out, but if I oull the FMC power fuse #13 ONLY the right headlight will go out. Does the FCM tell the gauges to turn on ? Anyon have a wiring diagram they can email or post ?
