The NOX system monitored the speed of the vehicle through the speedo cable and retarded the timing. It did not affect the carb I don't think. The timing vacuum controller did mount to one carb stud.
Here's a picture of the harness of one when I restored my car. This mounts on the firewall on the passenger side.
I put it back on my car to cover the hole in my firewall.

This would only be the case IF the car was delivered to a location in California when new. Otherwise it will not have that system on it. Your fender tag should have N97 on it if it were indeed the case.

What was the original motor on you gold 71 Challenger?
Not all 71 Ccalifornia cars got a Nox system. Depended on motor and trans. And they varied some per model and trans.

I think I have at least one 2nd gen Barracuda dash fascia with that sticker pasted right onto it. I always thought it was tacky when they stuck that sticker right on the dash staring at the driver all the time.
There's another emissions related sticker on the windsheild you see. IIRC, it's from "Consumer Affairs" and says exempt on it I think. Our family's 1970 Vista Cruiser still has it on it.

I didn't see any signs of this on my 71 383HP auto car. And I haven't on any other california 71 383HP's. But they do get removed.

LOL - back in the day when a car changed ownership you had to install a NOX kit to register your car. It's just a vacuum advance retarder. Cars with multiple carbs or cold air induction were exempt.
Today the NOX upgrade isn't needed because the cars older than 1975 are smog check exempt.

A well placed BB inside each vacuum hose will effectively bypass it.
