If you are checking with the engine off, you will find that it is probably only hot when the engine is running...that is if we are talking about a factory installed tow package. The 7 way plug is a "RV plug" and is designed to keep the trailer batteries charged while towing, that would include the house batteries on a travel trailer and the breakaway battery on a car trailer.

To energize it you must install the large 30 amp fuse and connect it up to the fuse box under the hood. It's not connected from the factory.
The fuse and a pigtail for the brake controller should be in a bag in the glove compartment.
