The 'popo' AKA police can contact the NICB who do have a database which does have the body numbers on microfiche & they can be linked to the original VIN.
A couple of years ago a guy in CA had a '68 Barracuda with a 1969 dash & VIN, the CHPs were made aware of it by a member of the NICB & his title was pulled since it did not match the body. They also checked to see if the '68 body was stolen. He was told to go to the CA DMV & apply for a state issued VIN.

just treat it as a homemade, streetable dune buggy, etc., most States will list it as a "self-made", "homemade" etc., but not as what it may have been on the new title.

I have a early 69 dart 383 4 speed we are doing and the so# is stamp on the quarter and radiator build date 8/68 my other car is vin# 2/69 at first it look funny.
