Because the packaging would cost more than the product inside it ... plus if your getting close you could drill some out(if you have to go bigger)

Why dont they put different sizes in the pack, like when you buy a box of jets ? Mick

Some brands you can buy either as pre-drilled sets, pre-drilled pairs, or blanks to drill your self.
Pre-drilled sets (ranges) aren't a good value for me because it leaves too many that I'll never use. Some of the pre-drilled ones I bought were done so poorly that I gave up that approach and do all my own now.
