I know I'm a hammerhead some days, but they are steel rims, snad blast them. Nothing with too much pressure, work at angles and don't stay on one spot too long. You really aren't gonna pit a steel rim to any degree so why fit it, after all they were more than likely blasted before the powder was applied.

Just a thought. If you've a powder coater in your area, call them and see if they've got a burn off oven. That will remove the paint very nicely and be a lot less work than chemical stripping. We take walk in work like that all the time. And no, the heat of the burn off oven won't warp or hurt a steel rim. We typically charge $20-30 to do this.
You can't do this on aluminum rims by the way, unless you'd like to receive a pile of melted aluminum back.
