How are the dash pad bolts installed in the dash pad? It looks
like some type of black goo on a 69 Dart used like glue. Is
it available somewhere? It has to get pretty hard/solid to
hold the pad down

It's always been plain nuts on the threads an two small bolts on the ends. Never had a glue or anything else.

It's missing the 2 on the ends. How do they stay on the pad?

My 68 uses studs except for the two ends. A screw is used there.

Post a picture of what you are talking about. If you are missing some of the studs, maybe you can use a larger screw in those places. Make sure to have a spacer behind it so you don't over tighten it.(the studs on my 68 use spacers so you can't over tighten the nuts)

I think I got it. Didn't see the end holes. Must be a nut
buried in there to screw into?
