On my race car (68 Coronet) I took a sheet of thick aluminum and mounted the air cleaner base to it. It was much bigger than the base and I built a wall of glued down foam that reached to the bottom of the hood. I shaped the foam with an electric carving knife until it was a tight fit. You would have to put in drains on the base if you used it on street car for rain water. The design worked great on a racer and was cheap to build. This was in 1982 and I used a gutted steel hood with a plastic "Mopar Pro Stock" Harwood scoop glassed to it.

I used to have a huge airpan that was the "footprint" of the scoop, with an incorporated air bell and offset filter. Didn't like the pan covering my entire engine, so I came up with this last winter.
Used riv-nuts in the bracing and went with an 11" filter assembly, not ideal, but I could not get any offset bases to work, and I wanted to keep a smooth transition into the carb.
