I'd think you could spot weld the rivet to the arm where it's loose. I've also heard of degreasing the area and letting some epoxy ooze into the gaps to tighten the fit of the rivet*.
*you mean the rivet is loose where it's supposed to be fixed to the intersecting arm?
Or - If the rivet's spindle is a bit worn so the two arms are loose relative to each other, I'd just grease it and leave it.
