The loading is from above.
The flat plate on the top spreads the load over the entire area of the plate.
Flat plate on the underside the load is only carried by the portions of it that are welded to the floor or clamped between the nut/washer on the underside and seat slider on the topside.

Depends on what load your trying to control.. When I was rear ended back in 85 if the plates were below the floor I might not have wound up in the back seat.... My neck still hurts...
