What is the 1 1/4" hole beside the A/C drain for on a 72 roadrunner? This is to the right side of the drain.

Without looking off the top of my head, I say it's for the vacuum to operate the heater/AC box. a rubber gromment goes in there.

Correct, pass through for the heater A/C control vacuum supply line. Grommet is molded to the original vacuum hose.

I stuck a steel tube through mine and the rubber vacuum hoses slides on to it, can't tell that there's a small steel tube in the grommet.

I didn't even try to get rubber vacuum hose through that rubber gromment.
