Redoing brake lines on my 1937 Dodge street rod. It has disc brakes on the front and drums on the back. Can I run the 10 psi residual pressure valve for the back drum brakes after the proportioning valve or does it have to go before it?

I don't think it matters, but typically they are at the master.

The stock master cylinders had them inside the master cylinder under the brass retaing ferrule in the port the rear brake line fitted in There a little rubber one way flapper valve (it is the stock residual valve) with a tiny coil spring in them

You need o get it as close to the master cylinder as possible.
