Looks like the seals dried out. I would count how many turns in it takes on each to seat lightly, then removed the screws completely. Using a small pick, pull the old gasket out, install new gaskets, re-install the screws to their original position.
Likely happened by having a carb built and tested or dyno'ed, then letting the carb sit on a shelf for years, allowing it to dry out.

That describes the history of the carb. Did not know there were gaskets in there, that's why I posted. Where do I get the replacement gaskets? Do they sell them individually or do you have to buy a carb kit?
