Speaking for Chrysler, all vehicles delivered to the NYC dealerships had a box on the front seat which contained a two way switch, a low horn and a 3 wire harness which was installed between the horn switch and the horn relay.
The switch was a two position switch labeled city or country. In the city position the low horn would sound and in the country position the loud horn would sound.
It was NYC only and lasted for a six month period in 1974 before it was stopped.
