Nothing from the front of a '69 will fit on a '67, everything is different (although they look similar at a quick glance). 1967 and '68 headlight bezels are the same I think, but as you know, the plastic grill inserts are different. The turn signals in the grill are also different between '67 and '68.

Are you specifically looking at brand new headlight and grille setups from PG Classics, www.beaparts.com , Herb's Parts, etc??
You could use your old 67 inserts by changing the one verticale support brace with a repro 68 insert. The 67 aluminum grille inserts with honeycomb/grid inside are usually in pretty nice shape. Not terribly hard to restore either.

Drill out the rivets of the vertical 68 supports on your new nosecone surrounds and replace with a painted-straight-nice-restored-used 67 support.
Then restore your 67 inner aluminum grilles and bolt on.
Then use the 68 repro headlight buckets. I extremely doubt they will ever make them with the other bolt holes comfigurations.
