It is clear that the rear splash shield seals (upper and edge) should be installed before painting. However, what about the front fender "headlight splash shields." Were they installed before or after paint?

Based on a bunch of removed fenders over the years I would say that they are installed after paint but before undercoating. I think that this would most likely be true for all of the body styles.

Thanks,

The metal behind the headlight splash shields does not appear to ever had paint...

I am starting to think the fender got hung with the headlight splash shield in place before painting.

Anyone else have insight into this?
