Me thinks the fastener, a bolt with a long shoulder that fits into the exhaust manifold hole with a end on it like a nut that is flat on the end, is missing I don't have anymore of those fasteners so I can't take a picture of it and show you what I'm trying to describe,IE a picture is worth a thousand words It may be that the stud has been snapped off by a previous owner or mechanic, or it may missing only

not sure they are the same. here is a inner fender for a 67 B-body. The inspection plate is low..not sure it will be of use in this case.

Do you have the long tubenut that goes in that hole ? there are 2 similar , but longer nuts , that are also used on the right side manifold .

The steering is so close to the manifold that I can't even get a wrench-less socket on it. The installer did not use a tube nut on this one, so the head is recessed into hole slightly, so wrench won't work.
how did he get the manifold to seal if he didn't use the correct fastener? I'd try and find the correct piece before you jack up the motor. I'll see if I have one, if I do you can have it.

it's easy to tell which one goes where because you can't put the short ones in a hole where a long one needs to go and the long ones will hang a inch plus past where a short one needs to be used.
It sounds like whomever installed it didn't put in the stud and just used a long bolt and washer ...

if this is the case, you will need to drain the block before you remove the bolt.

67 drivers side is different than 68 and up , pass side is the same 67-69 .
Do you know what the number is on the manifold you have ? I think the 67 uses 2 tube nuts on the drivers side where the 68-9 uses only one ??? 68-9 uses the short tube nut and it is on the stud second in from the rear .
I add lockwashers , but have never had one loosen up that didn't have them.
