I want the engineer that designed the water pump on a Neon 2.0 DOHC engine to come to my house so I can knock his face down his throat. If you've ever had to replace one of these you know what I'm talking about. Rant over.
I love the smell of Deer guts in the morning, it smells like... VICTORY!

Nothing unique about the Neon set-up. You must not have changed water pumps on any of the transverse mounted engines from the last 20 years or so. Most all of them suck that bad.
The trick to the Neon is to pull the bolts out of the pass engine mounts and jack the engine up as far as it will go for some work and then, let it down as far as it will go for the rest.
Master, again and still

I did the one on my 95, what a pain in the rear. I also replaced the timng belt while it was apart. You should always replace the pump anyways when you do the belt seeing how it's driven by the belt and is a interference engine. Took me three days because I've never done one before so triple checked everything and had to buy and barrow tools I didn't have for the job. Still works 15k later so must have gotten it right

Well as far as for me I'm sure I could do it a lot faster now that I have more of the tools and some idea of what it takes. At least mine was a SOHC which is probably a few less steps and most of the original parts were fine so saved me some money. My car had the belt done professionally three times before I got it and not once did they suggest or replace the factory pump.
