I think the horns themselves may be bad but want to make sure I am not doing something dumb

When horn button is depressed I measure 12 volts at both the horn connectors. I have done a continuity test between frame ground and the case of the horn. There is no sound from either horn. These were working horns not long ago. Could I be missing something? Are the horns fragile?

You have 12V at each horn plug in connector at the horn and there's continuity between the horns' cases and the batt neg terminal? If both horns are good that's all that is needed to complete the circuit and actually they are very rugged/reliable and I wouldn't think both horns would go bad at the same time. I'd jump 12V directly from the batt positive terminal to each horn & if no go check if they're grounded well then see if the horns have an adjusting screw on the case somewhere and turn it SLIGHTLY to the right and to the left of center then returning it to center & retry them.
