bought a set of short rams and they came with carbs # 3861s. I dont think they are for a set of short rams.So what are they for. If not for short ram tubes might sell to fund projects

Short Rams would have 3505s carbs so they aren't original to the intakes. 3816 puts those in the 1963/64 era but I don't see anything in a Mopar application for those, likely another make application or they might be a marine or industrial application, recheck the numbers or better yet, post some pics.

Edit: To your edit, 3861 makes more sense. Those are listed as 1965 Street Hemi dual 4 (and of course we all know there were no 1965 Street Hemi cars built). So they are likely an early over the counter piece used as a replacment for the original 3505s carbs that you didn't get. Still like to see some pics of them.
