The GF had a 2000 Jeep GC with the same problem, Commander probably is similar. The best I could tell, the Jeeps didn't have a one piece drain tube that went thru the firewall. The inside drain port butts up against the firewall. The outside drain port does the same. So the firewall is sandwiched between the drain with gaskets. When the gasket goes bad on the inside, it leaks onto the pass floor. The correct way to fix is pull the heat/ac box and replace the gasket, easy way that may or may not work is smearing some RTV around it.
edit: The outside drain is very hard to see on a GC but it's there.
