how much of a stagger is there? i would think trimming a strut bushing would be easiest and cheapest

If the stagger was built into the front end at a chassis shop they moved the one side back(most likely the pass side)... if this is what was truly done then your gonna have to cut the mount points on that side... if you try to do it with the alignment it will pull... if you want to speed up the RT then put smaller front tires on it

I can't put smaller tires on with out changing the oil pan. The pan doesn't hit when the wheels come down, just on uneven pit areas.
As far as HOW it got staggered, This car was wrecked when I rescued it from the back row of a note toter car lot. After changeing ALL of the front sheet metal, I had to have the front frame section pulled at a body shop. After all of this, I had it on a alignment rack and the front was staggered. Perfect, leave it like it is. (this was 1984, the going thing back then) Now I want to take the stagger out, and I'm not sure what is the best way to do it.

Yep... finish pulling the one side...without cutting the pivot points off you dont have many choices... I stagger my chassis cars... mine has 3/4" but I use small tires and the stagger keeps me in the lights a bit longer..... Or make a new oil pan with wings
