What are those things hanging out the back of the cars with the little wheels on them?? We don't have those on small tire cars around here?

Race is off..gump high rolled me and i can't afford a $2,000.00 grudge race...being retired and liveing on a fixed income....I'd like to see him do what the bird does on a fixed income!..then again thats not his problem..bird gives up!
