it looks possible from the pic of the conversion that it may include water.

The soda we use is dry. One advantage with soda is there is no need to remove the glass or chrome. Soda will not do anything for rust and leaves a film on what ever you blast that has to be removed before paint. Sandblast is easier to clean up after but will destroy glass and chrome.

Different people do different things. Most use a 50-50 vinigar and water wet the car or parts good then rinse with water then etch the metal and prime.

Most people use sand paper. Some use self etching primer. It's best to talk to a paint and body person. Let them know that you used soda.

Another way to etch the metal after treating and rinsing is to use Picklex 20 after you rinse the vinegar. Picklex is a self etching cleaner that will also get rid of the flash rust you'll get after rinsing that bear metal with water. Then sand the surface one more time with with 80 grit just to be sure you've got a good surface in the metal, wipe with a degreaser and prime with epoxy primer. That's how I did mine. Came out nice. Soda leaves a beautiful bare metal surface.

Also, Eastwood has a soda converter package. Not sure if it's more or less $, but may be worth looking at.
