My '68 4-speed RR has one.
I'm sure there's variations of anything on the production line, HEMI cars that were suppose to get torque boxes, or K skid plates that never did, or 8 3/4 axles behind HEMI 4 gear cars, etc, etc, etc...with MaMopar nothing is etched in stone

I got one for my 69 Charger 4 spd which I thought was missing. When I got the correct screws to hold it in place, I realized that it was actually cutting threads into the holes. So, my car originally never had one installed. I have since removed it and sold it off since it was not original to my car.
