Has anyone seen a fender tag/VIN sequence number that read for example [RM23H9A]000250??

I might be wrong, but I thought the first digit in the sequence denoted the quarter of the build year...

It should start with at least a 1. The first vehicle off the line for the year should've 100001

Not quite, it's just a numerical sequence, a couple of the plants didn't produce more than 100,000 cars a year - in those cases they never made it to 9E200001, for example.

The first "assigned VIN" would be 100001, not necessarily the first car finished. For example, BH27L1B100001 was produced mid-August (2nd or 3rd week) during the first month of production.

I have not seen a VIN number with a "0" as the first digit in a VIN sequence, but my "pre-production" pilot '71 Barracuda's core support & cowl are stamped "B0 000II4".

The first VIN assigned would have been 100001 as a general rule, but they were not made in order by VIN.

As one example, the first car built on assembly line 1 at Hamtramck for the 1970 model year had a VIN ending in 100052.

Its broadcast sheet sequence number is 1000001. (First Job) for assembly line 1.

If any car has a VIN with starting with a 0, my best guess is that it was one of the pre-production cars assembled by hand - not in one of the assembly plants.
