Well first off 3.23 gears, 27.4" tall tire & 1-1 high gear shows you should only be spinning 2600 rpm's at 65 so if your tach is correct your convertor is slipping quite a bit... 2900 should give you about 74 mph..
65 with 2.91 = 2370 rpm
65 with 2.76 = 2200 rpm

most factory and old aftermarket tachs are wildly inaccurate. Trust the math, not some ancient $20 tach. Dave
