if you are priming the engine..you need to slowly rotate the engine while priming...

the oil holes in the cam lines up at different points from the left and right side of the engine.

If you are currently rotating the engine while priming still getting little or no oil to the top on one side your rocker shaft may be in wrong. the shaft should have the notches on the end down and forward on the left (drivers) side and down and to the rear on the right side of the engine.

Is the rocker shaft positioned right? Notch to the rear on right side and to the front on the left bank?

What they said; (1) cam bearing (you are sure that's right) (2) head gasket oil hole not punched (extremely rare) (3) 2nd from front dr pedestal prob (bolt/shaft hole issue or clogged) (4) shaft orientation (you were sure of that) (5) shaft plugged up (could be but it is new) EDIT Since you're dead in the water I'd pull the plugs and have a helper down below hand turn the crank with a 1&1/4" socket/short extension/breaker bar as you up top (re) drill prime & hopefully get oil when he hits the sweet spot (cover the pedestal w a rag if the shaft is off). Never had that accident but seen it happen
