I think his 60 ft. already looks pretty good when compared to his ET. By comparison, my car runs 12.0's and typically 60's right at 1.75, with a best of 1.746 on a 12.06 / 112.98 run. If he's 60-ing @ 1.67, I think he's already got the launch to go 11's, especially with the big-end charge that should come with 1500 cfm worth of carburetion. But again, the 109mph seems a tad on the low end for 12.20, I think its the big end that's hurting him right now. I'd try taking a little timing out of it (39 is on the high side of what wedges usually like), and also.... as the saying goes, Lean is Mean. Jetting up at the track without opening the exhaust might be going in the wrong direction ????. (But then again, what do I know.... )
Bench racing season is in full swing here.....

One real easy way to see if you have enough fuel delivery is to jet the carbs up( a little at a time) until the car starts to slow down in the 1/4 MPH If it gets to a jet size that dooesn't change and still goes the same MPH fix the fuel delivry problem Been there, done that Mine was to small of a fuel filter size element once and the needles and seats being to small the next time Lots of gremlins out there messing with us drag racers
CAB I started at 76 jets and everytime I have gone up 2 sizes I have picked up et and mph. I'm at 80 sq now and want to try 82's and mabey a smaller high speed air bleed. Its a B*^$ch changing jets so I hope I find the right ones on the next try.
