I have a 2003 2500HD single wheel with a Banks programmer on it and it gets 13-14 towing a 24 ft enclosed at 9000lbs running 70- 75 mph. What gears are in yours? Mine is an automatic and has the 3.73 gears and that helps a lot. I think the smarty programmers are what a lot recommend. http://smarty-jr.com/

My 2005 Ram 3500 4x4 quad cab gets about 20 highway, but around 12 towing my 28' trailer with my 4150# Charger (combined weight about 9,000#?) The Smarty is supposed to be a really good programmer. I have an old Edge Juice. It plugs into the injector harness and does not change anything in the stock computer, and it has the monitor that displays different info like EGT. Adding timing and a bit of power may help a bit, but don't expect too much mileage increase, maybe 1 MPG?, but the extra power is nice.

Your pulling a BIG flat wall through the air... that 12 mpg is about average(and that doesnt matter if its empty or loaded once you hit the xpressway)

HUGE difference b/t an open and an enclosed trailer.

What ever you do you aren't going to raise it a lot , maybe a mile or 2. The trailer is dragging you down, a wing might help some but it's still something that is a big flat panel against the wind, that's why big rigs went away from it .

Different animal but my old 1st gen W250 cummins would get 21mpg at 70mph empty and about 14-15mpg towing my fury in a 26' enclosed. It got around 14mpg with less weight in that trailer before I turned the fuel up and got the 16cm2 housing. Speed was always the biggest mpg killer for me. Tug the trailer at 65mph and it did much better than 75. 65mph with the Fury on an open trailer and I would get 19mpg, hardly any drop at all.

I have the digital propane injection. It does help increase mialage and extends the range of the truck. I just wish I had gotten a larger propane tank. I use about 1/2-gallon of propane to 1-gallon Diesel, and my propane tank (19-gallon, but holds 15-gallons plus expansion space) so it needs re-filled every time I fill up with diesel. The problem is finding a place to re-fill the propane at a reasonable price. The propane place I goto is $2.50/gallon, but the price at the Flying J truck stop is $3.20/gallon.

I got a 3500 Dually with the diesel engine with 3:54 gears,pulling my 40' GN with my dragster,golfcart,a/c,floorjack, battery charger,and tools I have not checked it buy I'm lucky if I get 8 mpg. This will be a interesting post for me.A few years back when I got my 1st diesel about 9 years ago diesel was the price of the low grade gas now it's above the highest grade gas.

As a couple mentioned, with these trucks speed is everything!
Last weekend I drove from home, south of Portland Oregon, to Camano Island Wa, about 265 miles.
I had my camper on the truck but no trailer and drove about 60-65 on the way up. The overhead read 13.5 avg. when we arrived.
We came back Sunday and drove about 55 on mostly secondary roads. When we got home the overhead read 14.7 Avg. Probably would have been around 15.2 if I had reset before heading home.
I've had this truck now for 7 years and 65,000 miles. This type of difference due to speed is normal.

Those things are high dollar! You would probably never save enough in fuel to pay for it. . (14 mpg highway)
Those air foils can be built cheap, all you do is buy the spars and cover then with aluminum and hold it together with blind rivits. I've built a few for race cars. Don't know how much they help on top of your truck but I would never buy a new one that was prebuilt, you will pay top dollar.

About 7yr ago I had a V10 2wd and took a trip toTX and when the gas and diesel prices were opposit to what they r now. So getting 8to9 mph and hearing a diesel mileage would be around 15mph I decided to pull the trigger on an 04 used.....Then prices flipped Now Iget about 11 with a 30' towing around10k. Have to agree get over 70mph and mileage plummets
