I would suspect VR not grounded good or bad VR.

Why would a "constant output" regulator cause this problem?
Take your meter (you do have one?) and with the veh. running on a good fast idle (slow cruise) check one probe RIGHT ON the regulator case, the other proble RIGHT ON the battery neg. terminal. You want the less the better, less than .5V or less. Try with lights on/off, or heater blower.
.5V or more indicates the regulator case is not truely grounded to the battery case.
Could be a bad regulator.
