Non-AC car, 4-speed and 3.91 rear. Would it be a 2863213? Should fan have Clutch or no clutch?

All '70 e-body big-blocks (383, 440, HEMI) with an axle package (A31, A32, A33, A34, A36) without A/C have:

RAD - 56 = #2998956 radiator
FAN - 16 = #2863216 7-blade fan
FAN SPA - 70 = #2806070 torque drive fan unit

All '70 e-body big-blocks (383, 440) with A/C and with an axle package (A36) have:

RAD - 56 = #2998956 radiator
FAN - 16 = #2863216 7-blade fan
FAN SPA - 60 = #2863260 thermal drive fan unit
