Option two, with new pistons , bowl and valve job to wake up the heads, and at least 499 cubes. Best deal is 512 4.375 bore 4.25 stroke. My suggestion of a center counter weight crank is only if you can swing it someway cheap. New cranks done that way are not cheap, but a great addition if you can find one used. B1KEN ran a 511/b1 low deck combo(not a special crank as i recall) for years, in supergas with good results. Look up his fastest car ET, i think he was running low eights in a light car. Found it-

How important is a girdle and half fill on the 400 blocks (at/around the 800 HP level)?

Well filling the block is great provided it HAS NOT beenmachined already. IMO it is a very good idea to ad some stability to the bores. Some of these block can be really thin on the thrusts. The girdle, iMO is debatable. Dont think it will hurt much but not sure how much they halp. I have run low decks with decent power and just done a couple of things. One is aluminum caps and rods. Next keep the bobweight as light as you can, how light well that depends on application. Lastly keep the thing from detonating and it will give you many years of happy service at 800+- hp.. Oh yeah let the flaming begin Oh yeah an aftermarket block does not necessarily mean no cap walk...Been there done that, ask Greg I think he will concur.

I've been around Geckers low deck B1 builds for forever, and all he used was aluminum caps with studs..
Trust me, He abuses his stuff..
His last 521" made 900hp+ @ 7300, and was still climbing.
400 block filled, aluminum caps, aluminum rods..
As I said before, 4.390 x 4.310 = 521"..

I dont mind getting a 4.310 crank, but unless I'm making a big mistake, I'd like to save a few bucks and re-use my existing 4.375 pistons.. if possible
