what is the fender tag code for a hemi charger in 68? chrome valve covers or black?

All street HEMI valve covers '66-'71 were black.

I think the number was XS29 41 or 45 what would that be?

The XS indicates the Charger R/T. The only engine options for the XS model in 68 would be the Hemi, engine code 73, or the 440, engine code 83.

If the engine code was 41, indicating a 318 engine, then the first two letters would be XP.

If this was an original XP car, indicating the standard Charger, then it was not an original Hemi car.

Seeing a "45" in the lower row would be correct for a Hemi car as it codes to F70x15 Red Streak tires.
