Brian,
I asked Frank that same question and he said they were natural steel from the factory. The manufacturer making them today paints them black so they don't rust.

Ray,

That surprises me with Frank being so correct and detail oriented that he would let them make it like that or at least specify that the ones he gets not be painted.
