I bought an Indy intake and compared to Eddy and other castings they look like crap so after grinding off the excess flash and other crud I'd like to replicate the pebbled "cast" finish in those areas. Sandblasting or shot peening hasn't really done it. Anyone got any other ideas?

I want to say a member here did just what you're asking about, but I don't recall who it was.

I think a specially ground tip on a punch or chisel was used in combination with a hammer.

Yes, works fast and easy, just use a light touch as they can be pretty powerful tools and will dig in deep with aluminum if you allow it. Just practice on some junk parts first to see the results, you can pick one up at Harbor Frieght for about $20.00. They also work well to texture cast iron (to hide welds, etc.)

file that off, or use a dremel with a roll sand paper grinder on it, then add the texture to it.

I started by grinding off all the logo and part numbers and anything that was on the intake I was never going to use. The glass beaded it at 70psi, primered it with Walmart grey primer was $1.98/can and then used a light misting of Mopar Argent Silver wheel paint $10/can. Comes out just like cast aluminum that was just cleaned. Holds up to fuel and oil pretty well too. You can see where I taped off the master cylinder and got a little over spray on it.
