My front running lights worked fine. I swapped out the factory bumper for a fiberglass one. Now they do not work. Ok, just ground the lights. Did that.. nothing. Now I have power from the wiring harness to the light (+ and -) and I tested the light + and - to a battery and it worked. So this would mean I do not need to ground the light. But still they do not work.. Again, have power and ground from harness and lights work when wired to a power source. So is it just the connection between the two? the plug? I must be missing something here..?

You are getting power and they work off the car hooked to a battery.
Has to be the ground, try running a ground directly from the battery and see what happens.
