At wide open throttle is the kickdown lever on the 727 supposed to be extended as far as it will go? The way I have this adjusted the kickdown lever has about a 1/4" more travel before it stops with the carb wide open.

Adjust it so that the kickdown lever starts moving as soon as the throttle is applied and be sure it is all the way back at WOT. When you get it running take it for a ride and see if the tranny shifts as it should. Under light throttle my 727 is in 3rd by like 30mph.
If your shift points are not right make small adjustments at a time to the cable until you get them where you need them. Worked for me. I have the same cable on my car.

The factory linkage leaves a little bit of travel with the carb at WOT, adjusting at WOT will often result in late light throttle upshifts.
