Yes, my former survivor '71 Charger R/T was a 440 a/c car with factory 3.55's, the power steering pump cooler was there. To my recollection, in '69/'70/'71, anything with a 3.54/3.55/3.91/4.10 would have come with a cooler because of the higher operating rpms. If you look at the accessory group breakdown, none of them mention power steering pump coolers.
