Sounds like it, leakage at the seals or sealing rings.

It takes considerably more pressure to apply a clutch than it does to keep it applied.




So I assume the issue lies within the trans and not the valve body.
And the only fix is to tear it down and rebuild it.

It's either the fluid level , VB or the rear clutch , 2 you can check without dropping the trans the other you can't , if you have access to another VB it's worth a shot to swap it out .
