Dan, Here is a inner fender repair job that I did recently for a fellow member as well as altering the shock tower. It is an early B body but still similar to what you are asking about. The control arm bracket is separate from the actual inner fender panel. It is spot welded around the outer perimeter of the control arm bracket, which itself is welded to the top of the frame rail. If it is just the inner fender that was trimmed out for header clearance then that is all that I would replace. Now if they went crazy and got into the A-arm bracket then that is a different matter. You can change just the inner fender panel without having to fool around with the bracket, it is pretty solid the way it is mounted to the frame rail and I wouldn't worry about the geometry being off.
