"My rules" for leakdown:

3% - typical rebuilt engine w/ rings seated
2% - excellent OEM
1% - Really good (Barton, etc.)
Anything between 3 and 10% - runs OK, giving up some power
Over 10% - break out the wrenches. Crop duster.
