You can use a reqular bumper, just have to locate the holes in the topside to install the ureathane hood, if your doing the rear bumber painted as well, yes they were rubber coated, but the membrane was so thin, that paint can duplicate the appearance, the bumper bolts are exposed and painted front or rear,....the B body rubber bumper treatment wasn't as complex/involved as the E bodies
