Yes they can , Dave Dudek hand ported a set of Hemi exhaust manifolds , the honing pretty much polished the inside of the manifold form the pictures he posted on line ,I don't remember how much he said he gained , but it's wasn't a lot.

I think the gain is in smother airflow , it's not something that I think one would want to do in a WET intake manifold?
