Both mean essentially the same thing.

The point simply was that the state assigned VIN tag looks nothing like the factory VIN tag so there is no mistaking it for a factory VIN tag.
It's not a reproduction in any way sine it looks nothing like the original VIN tag even if it has the factory assigned VIN number.

It will NEVER be mistaken for being a factory VIN tag.
