in my local vicinity, crashes on I-80 cause incidences like your screen shot [?] shows multiple times of the year, winter, spring, summer, and fall.
also, construction on said road ALWAYS cause this when diverting to a single lane.
and this area is considered "rural".
ah, to return to the pre-opening of this road, [1963-64ish] when we would use the unopened sections as a makeshift drag strip !
